MVD Blue Envelope Program for Autism Spectrum Disorder

The Blue Envelope gives autistic drivers a single location to hold vehicle registration and insurance that will be needed if they are involved in a traffic stop by law enforcement. The envelope provides instructions for both the driver and officer to help guide effective communication, reduce the stress of the encounter, and ensure safety of all parties.

Participation in the Blue Envelope Program is voluntary and confidential. Neither MVD nor law enforcement will maintain records or a database of participants..

The Blue Envelope Program allows individuals to present a specific blue envelope during a traffic stop to inform the officer that someone in the vehicle may respond differently in such situations.  The envelope has instructions for both the driver and the law enforcement officer to help guide effective communication, reduce stress during the encounter, and ensure the safety of everyone involved.

While the blue envelope serves as a voluntary communication aid that can hold important vehicle documents like insurance, registration, and emergency contact information, it does not guarantee that a citation will not be issued during the traffic stop.

The envelopes are now available at all Arizona MVD offices statewide, as well as from participating law enforcement agencies.  You can pick up one of these envelopes at the OVPD Main Station, located at 11000 N. La Canada Drive, during normal business hours.  No registration or medical information is required — simply ask for one.
