Greetings from the Board – August 2023
Apartments 132 Proposed Development
This summer your Board has been actively involved representing the Vistoso Community Association (VCA) interests regarding the proposed “Apartments 132” project on W. Vistoso Highlands Drive. There has been some confusion regarding the VCA role in the zoning of the 6 plus acres on which the apartment project is to be developed. The subject parcel was zoned High Density Residential (HDR) in 1987 and it has remained so continuously. In 1995, a staff zoning interpretation was made to also allow a golf clubhouse on the parcel. This interpretation did not change or alter the pre-existing HDR zoning allowance (entitlement) for apartments. As a result, the ability to construct apartments has been a continuously zoning enabled use since 1987.
A short history of the Vistoso Golf Course property
Romspen, a Canadian investments and mortgage company, acquired the property in foreclosure in 2013 or 2014 and ran the golf course until June 6th, 2018 when they announced it was closed. Romspen originally submitted a request to change the zoning from recreation/golf course to high density residential, medium density residential and proposed a memory care facility to be built on the former driving range. Preserve Vistoso formed a 501(c)3 and started soliciting funds and letting the Town Council know we were against rezoning. The negotiations continued until a settlement agreement was struck in February 2020
The Settlement Agreement resolved the dispute regarding Romspen’s assertion of fair market value of the golf course parcels and removed any potential litigation related to a potential condemnation or inverse condemnation action. The settlement further stipulated, in part, to transfer the 202 acres of golf course parcels to the Town for natural open space and passive recreation while holding a conservation easement over the property. Rulney, the developer, agreed to limit its construction on the site of the temporary Golf Club buildings along W Vistoso Highlands Drive to an allowed multi-family residential complex of up to 132 units no more than two stories in height. The Town of Oro Valley agreed to provide zoning site relief, and that approximately 1.5 acres of adjacent property can be used for drainage, public parking, utilities, open space/passive recreation, and related uses. Fast forward to the summer of 2023
Dan Sturmon and I attended the initial neighborhood meeting for the Apartments 132 project on W Vistoso Highlands Drive. The meeting started out as a discussion of changing the zoning on 0.69 acres adjacent to the 6-acre parcel for a swimming pool, office, overflow parking and fitness facility on this site. The meeting then moved into a discussion of the proposed apartment buildings, traffic impact, etc. Dan and concluded that the VCA neighbors, the Town of Oro Valley and the developer were all very far apart on their expectations for this project. The VCA members (especially those on or near W Vistoso Highlands Drive) were concerned about the number of units, increased noise, and traffic and how the architecture would fit in with the surrounding neighborhood.
Dan and I arranged a meeting with the Town of Oro Valley’s Planning Department and outlined what the VCA members expected and provided a copy of the VCA Builder’s Guidelines and design criteria be provided to the developer. Then the Town organized a meeting of the VCA Architecture Landscape Review Committee (ALRC) with representatives of the developer’s planning team. The ALRC pointed out the architecture and materials used in the multi-family units in the area and contrasted that with what the developer had in mind.
What’s Next
There will be numerous opportunities for the VCA and members to make comments to The Town of Oro Valley either in person, in a zoom meeting or at [email protected]. The VCA Board will continue to assess the project to our guidelines.
Also, as a result of member concerns regarding traffic control along W Vistoso Highlands Drive, the Town installed mobile radar traffic control devices the first week in August on W. Vistoso Highlands Drive. The Town also plans to add no parking marking to the curb as the road approaches the Stone Canyon Gate to address the concern of noisy construction traffic cueing up prior to the gate opening in the mornings.

- Section 5.2.1 (b) of the CC&Rs requires that all residential apartment development must be reviewed in advance by the VCA Architectural and Landscaping Review Committee and a recommendation made to the Board of Directors for approval.
- The VCA Board President, Mathew Wood is also the 2023 Chair of the Town of Oro Valley Parks & Recreation Advisory Board
- The VCA Board Vice President, Dan Sturmon, also serves as the Vice Chair of the Town of Oro Valley Planning and Zoning Commission.

Rancho Vistoso Blvd Street Lights
Chris Monrad from Monrad Engineering provided an overview of the exiting conditions of our streetlighting and the pilot program that replaced 12 of the inductive fixtures with LED. The conversion will result in a 75% reduction of utility costs.
This highly informative meeting explained the problems with the current system and the options available to address these issues. Mr. Monrad will be putting together a master plan with cost and a preventative maintenance program for the board to consider. The board is extremely interested in getting homeowner input on this subject. Meetings will be announced on the association website at www.ranchovistosohoa.com and through email blast.
Entryway Re-Landscape Proposal
The Landscape and Parks Committee and Finance Committee will be reviewing the revised AAA Landscape proposal to re-landscape the entryways for both Big Wash Overlook Place and Scenic Overlook Place. The committee’s recommendations will go to the board for consideration.
Siena Front Entryway Re-Landscape
AAA Landscape has replaced dead plants to the front entrance and add stone to the fountain area.
Rancho Vistoso Blvd Entryway Monuments
Proposals have been received from three landscaping contractors to refurnish the entrance monuments located on RVB & Tangerine Rd and RVB & Oracle Rd. Submissions will be reviewed by the Parks & Landscape Committee and interviews will be scheduled with each company.
VCA Signage
Installation of the letters for the Vistoso Highlands monument has been completed by Territorial Signs.
Irrigation Project– Bids are expected by the beginning of August for this project. The project encompasses the common areas along Innovation Drive between Rancho Vistoso Blvd. & Tangerine Rd. and Desert Fairway Dr. between La Canada Dr. and Hidden Springs Dr.
Erosion Projects
- Big View Ct. Channel – WLB is near completion in revising the design plans to address the additional erosion uncovered in the drainage channel. Once the updated design is received a copy will be forward to the Town of Oro Valley for approval.
- 27 Mile – Management has secured an additional proposal for this project since the original contractor selected decided to step down. WLB is currently working on the revision to the design plan to address the slope grade at the trailhead entrance. Once the design is received a copy will be sent to the Town or Oro Valley for approval.
- Bridal Veil – The signed addendum scope of work for this project has been sent to Bogardus Engineering. The revised plans for the Bridal Veil drainage channel are expected by the end of July
VCA Facilities
- Oro Valley Police Department has the authority to patrol and arrest individuals at our community facilities. Hopefully, this will help curtail vandalism that is occurring at some of our parks.
- Management has received a complaint about owners leaving their dogs off lease in the Sunset Ridge Park. A notice will be included in the next newsletter to remind pet owners that dogs are to be on lease and to report any infractions to the Town of Oro Valley Police.
Architectural Design Plans
Members of the ALRC did meet with members of the A23 Studios team for the proposed 132-Apartment development at the old Vistoso Golf Course location to discuss the design and landscape plans for the project. There will be several more meetings on this project. This project will also be reviewed by the Town of Oro Valley Planning & Zoning Committee for code and general plan compliance.
Revision to Architectural and Landscape Review Guidelines
The board will be considering a revision to the Architectural and Landscape Review Guidelines to include language addressing driveway/curb strips. This will be discussed at the July 27 board meeting.
Reserve Study
Association Reserves has completed an on-site inspection of the community’s assets for the master association 2024 report. This is an important tool to assist the association to budget for the replacement and repair of major components of the association. The 2023 reserve study is posted on the association’s website at www.ranchovistosohoa.com.

Pet Etiquette for Dog Parks & Common Areas

The VCA has many trails and parks that are great for dogs. Before you head out with your furry friend, you need to know a few dog park etiquette tips to ensure the dog park remains a safe and fun environment for pet play.
- Oro Valley’s leash law requires a dog to be confined within the owner’s property unless the animal is on a leash six feet or shorter, with a person on the other end.
- Pets need a period of adjustment to this climate.
- Stay alert on trails and in parks. Wildlife passes through the community frequently and can pose a risk to pets and owners. Do not engage with passing wildlife.
- Dogs are not ready for an off-leash park until they can follow basic commands like coming when you ask them.
- Come prepared with water and dog treats.
- Bring pet waste bags and always pick up after your pet.
- Watch your dog’s behavior in the park. In general, try to prevent them from hovering at the gate.
- Tethering your pet is prohibited in Oro Valley.
- If you notice your dog getting bullied, don’t hesitate to call it a day. You can always try again another time, and putting your dog in a stressful situation defeats the purpose of being at the dog park. Understand your dog’s body language and know when your dog is or isn’t having fun.
