Ranch Vistoso Blvd. Streetlights

The board has requested an estimate from the Gordley Group to conduct a statistical valid survey on the streetlights located along Rancho Vistoso Blvd. Representatives of the board and manager will meet with the Town of Oro Valley to discuss this topic to see if they would want to join in since they have a similar issue with the lights in Sun City. This topic is on the December 7 agenda for board discussion.

Entryway Monuments

The Parks & Landscape Committee continues to work with AAA Landscape and BrightView to finalize the design to refurbish the entrance monuments located on RVB & Tangerine Rd and RVB & Oracle Rd. Detailed bids were submitted in November for review.

Capital Projects

  • Irrigation – RFPs were sent out to repair approximately 2,100 linear feet of irrigation line along Innovation Drive between Rancho Vistoso Blvd. & Tangerine Rd. and about 2,300 linear feet on Desert Fairway Dr. between La Canada Dr. and Hidden Springs Dr. Proposals have been received from AAA Landscape, BrightView and Complete Landscape. The board will be discussing this project at the December 7th meeting.
  • 2024 Projects– The board will be reviewing project coordination proposals for asphalt, concrete repairs, and tennis court repairs at the December meeting.

Erosion Projects

  • Big View Ct. Channel – The association is waiting for the final sealed designs from WLB. Once received, bids will be solicited for this project.
  • 27 Mile – AAA Landscape will be clearing vegetation from the drainage channel. Once this is completed WLB can finalize the design plans and Total Maintenance Erosion Control will be able to provide an updated proposal to repair the channel.
  • Bridal Veil – The survey should be available the week of November 27, 2023.

Builder Transitions

  • The Town of Oro Valley is still holding the Pulte bond for the west side of Moore Loop Road near the Valley Vista neighborhood.
  • Pulte is working with the Town of Oro Valley on the punch list items for the Valley Vista neighborhood. The Town of Oro Valley still holds this bond.
  • A final inspection of Moore Loop Park was conducted with Mattamy Homes. Representatives of the Town of Oro Valley, Mattamy Homes, AAA Landscape, VCA Board, Parks and Landscape Committee, and FirstService Residential were present. The board will be discussing the acceptance of the common area from Mattamy Homes at the December 7th meeting. The Town of Oro Valley still holds the bond for this project.

2024 Budget

Assessment increase notices have been mailed to VCA members. The Siena budget reflects a $15.00 per quarter increase and the VCA budget reflects a $8.00 per quarter increase. The 2024 budgets were adopted by the board at the General Session meeting on Thursday, October 26, 2023. The increase takes effective January 1, 2024.

E-Statement Promotion

Congratulations to James Dillon, the winner of the E-Statement Promotion for the month of October. All members that elected to receive E-Statements will be entered into a drawing for the months of October, November and December to receive a $100 gift card. 2024 Elections

The Nomination & Election Committee has met to discuss the details of the 2024 election. The call for board candidates mailing will be going out shortly. You will be able to access the application packet on the association’s website. There will be three single -family seats (two 2-year terms until 2026 and one 1-year term until 2025) and one commercial seat (2-year term until 2026) available. Applications will be due by 5 PM on January 12, 2024. The committee will be introducing the slate of candidates at the board meeting scheduled on January 25, 2024.

Happy Holidays!

On behalf of your Board of Directors, I wish each of our Association members and their families the warmest of greetings and best wishes during this holiday season. We are grateful to live in the beautiful Rancho Vistoso community and for neighbors who make Rancho Vistoso such a wonderful place to live and work. Whether you celebrate the holiday with Christmas, Hanukkah, Kwanza, or in your own way, may you enjoy the company of friends and family, and be blessed with peace and joy through the holiday season and into the new year ahead.

CALL FOR CANDIDATES

As 2023 draws to a close, I ask you to seriously consider making one of your New Year’s resolutions to volunteer your time, energy, and expertise to the work of the Vistoso Community Association continuing our efforts to support and preserve this wonderful community.  You should have received a yellow postcard in your mailbox encouraging you to participate in serving on the 2024 VCA Board of Directors.  There are four open seats we are looking to fill.  Three Single Family seats and one Commercial seat.  If you are interested in serving on the Board of Directors, visit the Forms Page of our website (https://ranchovistosohoa.com/resident-information/forms/) and complete the editable Board Application Form.  Board applications must be returned to Barbara Daoust, General Manager, ([email protected]) no later than 5PM MST Friday, January 12, 2024.  Voting will occur between February 24 and March 17, 2024.  Vote results will be announced at the Annual Meeting on Thursday, March 28, 2024. 

As you are deciding on submitting your application, consider the following aspects of Board membership:

  • Chance to Pay it Forward – an opportunity for you to give back to the Rancho Vistoso Community
  • Get Engaged – have a direct vote in what, when, and how much is spent in the VCA
  • Time Well Invested – spend roughly 2 hours a week (more if you chair a committee) to prepare and participate in activities for the benefit of our community
  • Be in the Know – know what issues and opportunities the community is facing
  • Share Skills and Expertise – everyone has professional and personal know-how that can benefit the VCA
  • Meet Your Neighbors – great way to meet people and develop lasting friendships

2023 Activities and Accomplishments

  • The new VCA office at 1171 E Rancho Vistoso Blvd., Suite 103, Oro Valley opened its doors to members on Tuesday, January 17, 2023.
  • VCA Management received over 5900 member calls and served over 430 members who walked into our office.
  • The monthly VCA Newsletter has 5,788 email subscribers.
  • Park furniture was installed at Big Wash, Sunset Ridge, and Lost Coyote Trail.
  • The shade sails for Big Wash Park were installed.
  • The project to assess the modernization of Rancho Vistoso Boulevard street lighting installed 12 over-head LED lighting fixtures as a pilot project to examine the cost effectiveness of lighting improvements.  The study site is on both sides of the boulevard, just north of Tangerine Avenue.
  • The Board of Directors approved five updated VCA maps proposed by the Governing Documents Committee.  The maps include the VCA owned parcels; residential development parcels; non-residential development parcels; undeveloped parcels; and a recreation areas and trails map.  These maps are available for member viewing at the VCA offices or online.
  • The Board approved an updated version of the Architectural and Landscaping Review Committee Guidelines. The key objectives of the update are alignment with current legislation, state and federal codes; meeting evolving community trends and needs; clarifying definitions; and consistency with the CC&Rs.  Most importantly, these updated “Guidelines” intend to make it easier for members to navigate the association architectural and landscaping rules when planning changes to their property.
  • To help improve safety and decrease vandalism in the park common areas, the Board approved the Oro Valley Police Department’s Trespass Letter of Consent agreement for a two-year period.  The agreement enables the Oro Valley Police to patrol VCA facilities and allows them to apprehend and arrest individual’s vandalizing VCA properties.
  • The asphalt projects for Hohokam Park, Big Wash Park, Wildlife Park, Woodshade Trail and Eagle Summit path were completed.
  • Painting projects from the reserve study were completed for the common area metal fence in Vistoso Heights, the retention basin perimeter fence in Overlook, the Siena entry walls and gates, and the metal rails along Vistoso Highlands Dr.
  • Prudent Investing has resulted ina $57,902 positive budget variance to the Reserve Fund and a $15,672 positive budget variance to Operating Income as of October 31, 2023.
  • The 2024 Reserve Study by Association Reserves was completed, reviewed by the Finance Committee, and approved by the Board of Directors.  This involved an on-site inspection of the community’s assets for the master association 2024 report. The Reserve Study is a valuable tool to assist the association budget for the replacement and repair of major components of the association common areas.   • Changes to the organization of the website pages and menu items were implemented to make it easier for members to find more quickly most of the information they may need. This information has been consolidated under the ‘Resident Info’ drop-down menu at the top of the home page.
  • The Vistoso Community Association Welcome Packet was updated. Click Here to download the new packet.
  • The Board of Directors and the Architectural and Landscape Review Committee have been actively involved in representing the Vistoso Community Association (VCA) interests regarding the proposed “Apartments 132” project on W. Vistoso Highlands Drive.  Meetings with the developer are on-going to assure that the structures meet association guidelines.  We are coordinating our efforts with the Town of Oro Valley Planning and Police departments.  Documents submitted on this project are available for review on the association’s website.
  • The Vistoso Community Association sponsored an E-Statement promotional campaigns this year for all members who signed up for quarterly E-Statements.  To date 26% of members are currently signed up.
  • Two Association sponsored two community yard sales for the membership.
  • The VCA Board sponsored a legislative update for Sub Association Presidents.
  • The Association sponsored the Fall Festival at Moore Loop Park on October 21st.  Oro Valley Police, Golder Ranch Fire, sponsor AAA Landscape, Town of Oro Valley officials, VCA Board members and First Service Residential management team were present. Beverages and snacks were provided and children were awarded prizes for the best Halloween costumes.

132 Apartments Update

2nd Neighborhood Meeting – 132 Apartment Complex – Gateway at Vistoso Preserve

Residents are invited to attend a 2nd neighborhood meeting on either in-person or online, regarding the builder’s request to develop a 132-unit multi-family residential development on an approximately 6.76-acre property located on Vistoso Highlands Drive, approximately ½-mile west of Rancho Vistoso Boulevard (the old Golf Club at Vistoso clubhouse site). Oro Valley’s planning staff encourages participation from surrounding neighbors and interested parties.

The neighborhood meeting includes a presentation by Oro Valley’s planning staff, followed by additional information from the builder. The focus of the neighborhood meetings are to hear from residents and address any questions or comments that may have been given at the first neighborhood meeting. Full participation will be available through both in-person and Zoom attendance.

Members Corner – December 2023

Members Corner is a new article allowing members to voice their concerns in an informative setting.

This month’s article highlights Holiday Decorations. This month’s article theme was suggested by an anonymous member of the Vistoso Vistas neighborhood.

At the December 7th, Board Meeting the VCA Board of Directors approved the updated verbiage on Holiday Decorations in the VCA Architectural and Landscape Guidelines, Section G, Ornamentation to include: “No permanent or temporary additions, ornamentation or alterations shall be made to or on VCA common area property; such as and not exclusive to, open space, entry marquees, monuments or parks. This includes holiday or event decorations, as well as additions or changes to the landscape.”

As a gentle reminder, per Section A Lighting, Item 4 of VCA Architectural and Landscape Guidelines: “Holiday lighting can be installed 30 days before the recognized holiday and must be removed within 20 days after the holiday associated with the lighting (recognized holidays include New Year’s Day, Easter, Memorial Day, 4th of July, Labor Day, Halloween, Thanksgiving Day, and the Christmas season).” Members should be mindful of the brightness of holiday lighting and any decorations that could impact neighboring wildlife. Critter of the Month for December 2023

Our Critter of the Month is Halligan, the Dalmation!

Halligan lives in Vistoso Highlands 1. Halligan loves being a firehouse dog at the Golder Ranch Fire Department. She is very friendly and enjoys playing with her best friend and neighbor, Cody.  ~  Photo Courtesy of Heather Goughan
